This using RawTherapee… one great thing about it is that it’s useable on my low end laptop, where dt is borderline.
My play in GIMP. An attempt to put more “life” into the water, bring out more detail and colour in the city and the surrounding hills, and to make the most of the sky. Probably greatly overdone!
DT uses a value for raw white that is way too hight…this can affect highlight processing… DT uses 16000 and the exif data is as follows…
Seems like many many CR2 files are wrong by default…

And not only CR2 files. Several other brands/models are also affected (thank makernote for that :P). And afaik, you’ll need the same correction for all images from a particular model.
Best solution I found is a preset per camera model, autoapplied (I seem to remember some models having different white levels depending on ISO).
