In reality it’s just a friendly dog drinking from a puddle that also happens to reflect the red traffic light. The other sources of light are nearby cars.
Applied “Lith”, a preset focused on enhancing red, though mostly in the darker parts of the frame, so had to tweak some through grading and masking as well.
