Hi,
I am trying to edit some film negatives that are stored as .tif files, but when I try to use the Raw tab it is grayed out and I cant change any of the parameters in it. Is there some obvious step I’m forgetting to do?

Tif files are not raw, so the raw tab isn’t available.
If the files aren’t raw, then obviously the raw tab wouldn’t be present.
Is your issue the film negative tool? For a while this was only supported on raw files, but that was changed eventually. I can’t remember what is and is not in the 5.8 release in that regard - but there’s a LOT of additional work in the dev builds so you probably want a dev build if you’re wanting to use the filmneg tool.
