I would like to contribute to document localization (at least pre-processing and processing part) but I’m confused by weblate. Is there any other way to contribute?

The Weblate link you were given probably uses the old domain name that’s no longer valid. The current Weblate instance is now located at: Siril @ Siril translation
Weblate is really the easiest solution for handling translations. It provides a nice interface and handles all the technical aspects (like managing PO files, keeping track of changes, etc.) so you can focus on the actual translation work.

Thanks for the updated link ---- I was definitely stuck on the old one.
However, one thing I’ve noticed is that Weblate’s workflow is kinda different from mine. I’m currently doing section-based, or actually file-based, translation instead string-based. I download the page source (like this one), and keep track of everything in those downloaded files. With Weblate everything ends up split into individual strings, so I’m a bit lost when trying to match a string back to a specific file.
Is there a way to filter or browse strings by file in Weblate? That would make it a lot easier for me to sync my workflow with Weblate’s system.

I don’t know if Weblate is the ideal solution for your workflow, but in terms of managing a large number of users, it’s the only viable solution.
One feature I particularly like in Weblate is Zen mode (see screenshot). It allows you to see which file your string belongs to.

Unfortunately, Weblate is definitely not the ideal solution for me. However, I do find a weird workaround to build a bridge between them…
For some reasons Weblate provides the csv file for one to download, so I could almost locate whatever string I want by its index:
They do not match perfectly tbh, but they shouldn’t be too far off, hopefully.
