A real challenge!
In GIMP - auto-equalise, selected the water and increased contrast. On the scaled image sharpened the water to a great degree to contrast with the foggy background. One of the rare occasions when I think it is justified and any noise should not be too apparent.

This is pretty close to what it was like. Possibly just a little on the orange/yellow side but it gives a good feel for the sun through the fog.

Given there’s not much colour this one lends itself very nicely to black and white, but I thought I’d go for something a little different.
I aimed for a very bright, ethereal rendering.
Filmulator:
- Exposure Comp +1.5
- Noise Reduction on
- NR Strength 8.36
- Speckle NR Strength 1.083
- Chroma NR Strength 16.33
- Profiled Vignetting on
- Film Area 40.6
- Drama 100
- Overdrive on
- White Clipping Point 0.185
- Shadow Brightness 0
And a crop to the top right of the image.
