Gimp 2.8 had 21 layer modes and they are explained into official documentation… the new 2.9 has 38 modes… but into the new documentation there are 21 modes still.
Can someone advice me where I can understand what new modes can do??
Maybe it is still being written 
. Instead of asking an explanation for all 17 new blend modes, do you have a few in which you are particularly interested? Perhaps we the forum can help.

I wanted to begin to study all power of layers blending mode and as understand what this does…
However I’ll wait the official documentation…
I added 2.10 into the title.
Who would like to make the layer modes page in the manual more complete?
PS And a little easier to navigate.
