Is there a way to scale image in GIMP similar to Inkscape when you press Ctrl+Shift keys to be able to scale it with center as pivot point? I would like to scale a copy of the layer so that both keep the same center.
Not in 2.8. Perhaps in 2.9 (this was discussed at some point).

You can do that in GIMP 2.9.4 using the Unified Transform Tool (Shift+L).
