I am on Windows computer and my options look different to yours. I can select every star and just exclude the (X) rejected images. I can not get up the option you have shown of “all except rejected”. What OS and version are you using?

I’m guessing that all images and all except rejected are two custom collection filters you have added (and you’ve hidden the range rating and color label ones).
In the collection filters module you get to choose whether multiple filters act as or or and or and not so would help to see your collection filters module settings.
From the result, the filters are probably combined with OR, and as the first one selects “all images”, any second filter would have no effect whatsoever (as “all images” selects, well, all images).
(note that there are two filters using ratings: “range rating” and “rating”, @Paolo_Benvenuto used the “rating” filter, @Terry the “range rating”).
“all images,” “All except rejected,” “Rejected only,” “not rated only,” and one- to five-star stars are selectable from a right-click drop-down menu, as well as by clicking or dragging on the symbols. I am, and have been, seeing this on Linux Mint. I’m supposing they would reset any existing and/or filter, but I’d certainly check the collections and collection filters module themselves in the left panel.
Actually those filters are default ones
They don’t seem to quite match the current defaults as far as I can see; I can see an all images entry (which is for module order, not sure what that even means) but not an all except rejected. What version of darktable are you running, and has it updated recently?
Running 5.2.1 after removing ~/.config/darktable and ~/.cache/darktable I don’t get all except rejected.
I can see that in the collection filters I can add a rating filter, and I can choose all except rejected there. But it really depends on what else is in the collection filters and how they are combined - please share what you have there.
The collection filters can include things not pinned to the top toolbar, but they will (I think) still be applied.

Not with a new installation. You probably started using darktable before the range rating filter was added.

Those filters should work. But I can see you’re using the development version. Did you update since it last worked?
