How do I move a topic?

Some topics are not in their correct place, for instance this one should be in Software > RawTherapee RAW Therapee Won't Stay Open On Screen
I can’t figure out how to move it.

If I click the wrench > select posts, my only two options are “delete selected” and “move to existing topic”, while Discourse discussions say there should be a “Move to new topic” option.

You should have the ability to click the edit icon for the past title and the category it’s in:

Once you’ve done that you can pick a different category:
