According to the manual, we should be able to drag and drop tags to nest them into a hierarchical structure, but it doesn’t seem to be working for me or I haven’t figured out how to do it (I’m just assuming it’s a left click drag and drop). Can anyone else verify if it’s working for them in the latest build? I’m on Windows, build 3.4.0.
I don’t know which manual do you read but there’s the official 3.4.0 manual and the new one (on dtdocs link) that follow the master and will be officially released to replace the actual official manual on 3.6.0. The feature you describe has been introduced and master just few days ago and is planned for 3.4.1.

I have it bookmarked as the 3.4 manual and assumed it was current. But as it has dtdocs in the URL, I guess it’s not the official manual link for the latest official version.
That’s it. It’s the future official manual (for 3.6) and still a work in progress.
