Local contrast filter of RT

In RT (Dev) the Local Contrast filter has parameters #3-Darkness level and #4- Lightness Level. From the RT documentation, I understand that they work to fine-tune actions of the first two parameters #1-Radius and #2-Amount as follows:

Darkness level - Only the areas of the image that are darkened by changing the first two parameters can be made more or less dark by this slider (with respect to the original darkness).

Lightness level - Only the areas of image that are lightened by the first two parameters can be made more or less light by this slider (with respect to the original darkness).

So if the Radius and Amount together make some portions too dark, or too light, then these two fine-tuning parameters can help soften that impact by individually darkening or softening only the affected areas.

Is this a correct understanding of how these two fine-tuning parameters work?
