Just a quick first question - did you turn on Impulse Noise Reduction?

There are several reasons for hot pixels and several methods in RT to fix them.
In your long exposure example I would try to fix them by using the Hot pixel filter
in Preprocessing
section of the Raw
tab.
The way @patdavid mentioned to correct this pixels should also work. In fact, the method I suggested only works for raw files, while impulse noise reduction also works for tiff and jpeg files.
Looking at your picture, I think the dark frame option might help. It requires you to take a picture with your lens cap on, ideally the same length and iso to use as the sample.
