I have twice installed the newest version and both times the cmd window opens showing a file location failure. The cmd window stays open when the program finally loads but when I close the cmd window the program also closes. Also, when I use the program without closing the cmd window, the Photometric Color Calibration feature on this version will not work. I have three screen shots showing what I am facing but I do not know how to post those here.

You are mixing a lot of things.
First without any screenshot it is difficult to help you.
Then,
- the cmd command is opened in the same time. This is expected behavior, we MUST not close it. If you close it, siril will be closed.
- if photometry color calibration fails, there is no connection with the cmd window.
