i toyed around with this a bit because it seemed fun. simply averaging the shots will do the trick for me, not sure i gained much by estimating moments over time. this is doing some edge-aware blur depending on how much temporal motion was detected for a certain pixel. unfortunately the video has no clear in-focus objects (the foreground is out of focus), and also the raw video footage comes with enough frames per second so extra blur is not needed. this is replaying at the original 30fps of the input video:

Fujifilm camera have an “addition” mode (I need to check if they also allow to do the average) for a number of shots. So, it can be done in hardware.

Fuji has several modes build into the camera. However, I do not know what the last two options really do.
