All done using GIMP and G’MIC (but don’t ask me the steps; just threw the kitchen sink at this one and the result happened. lolol). Might do something more image enhanced later (or even go more wack; never know what my brain will decide to do; lol).

Used Local Variance Normalization along with with Dream Smoothing (G’MIC) for the main part of the effect. Some other things as well.
