I know there is a module for haze removal, but can you tell me is there a way to add haze to an image?

You should just be able to use negative values in the haze removal module iirc.

Besides that nice option @elstoc mentioned - depending on what you want to achieve - there are other possibilities:
Original:
soften module:
Here you have control over color saturation, brightness, size, and quantity.
lowpass module:
Here you have to select larger radius and low opacity.
Also bloom module with subtract reverse blend mode:
