I have seen reports of Borgbackup with Google Cloud Storage, which has an “archive” tier, personally I haven’t tried it.
Again, if you are pushing >10Tb, ask your provider for a custom offer, you may be pleasantly surprised.

I’d love to get something in place to swap backup space with people. Like syncthing easy (but not syncthing) that exposes restic/borg/etc.

The concept is called “cooperative backup”, has been around for a long time, but there are not practical implementations I know of.
I doubt it will ever take off, as backup is getting cheaper and cheaper. For most personal use cases (<1Tb of compressible data), a deduplicating, encrypted, incremental, turnkey solution is available for a few euros/dollars a month.
