The borders of rendered shapes from selection tools, such as the rectangle and ellipse selection tools, should be able to be turned into paths.
Hi and welcome! Not sure which software you’re talking about. Also this is not the place to request features, that should happen in the bug tracker.
I believe what you want to achieve can be done in GIMP (see screen shot below).
What software are you referring to. Rephrase your question to I would like to be able to… and mention the software you want to use and then this would be the suitable place to ask. If you are requesting a new feature then this is not the correct forum as Mica suggested.
