The background for the photos I use in manuals is blue (company policy and I can’t change it). When using guides, they are hard to see. Is there a way to change the color of the guides?

I have to confess that I do not have
a good solution to your dilemma
(as far as I can see, guides in The Gimp
do not have a color argument ).
How about a semi-clever work-around?
Let your company standard-blue background
be the bottom layer (layer 0) in your Gimp Layer stack.
As layer 1, create a white layer which will be visible
when you place your images &c, using guidelines.
When everything is properly placed, just make
that white “assist” layer invisible…
