Just to add to the thread, I ran into the same problem using Windows 11.
I got the …00022 error and no sign of Gmic. After trying a few things including a fresh install from Microsoft Store
No joy until I did a fresh install direct from gimp.org and all’s well.
The MS Store version does appear to be a bit light on components.
