For saturation you could try the Saturation control in the Tone Curves tool. With equalizer you can control saturation based on luminosity.
For contrast I usually use Tone Equalizer, Dynamic Range Compression and Log Tone Mapping for global adjustments.
In Local editing tab under Color/Tone Correction there are quite a few tools to deal with tones, though I do not use them that much.

I’m using the tone curve > saturation > parametric.
The weird part is the wording:
I would think that dark is “less luminous” than shadows but…
Agree, the wording looks inconsistent. E.g. in Tone Equalizer (Exposure tab) there are Blacks and Shadows that make more sense.

The tools within the color/tone corrector have masks available! You could try reducing contrast and saturation within that panel and then use a luminosity mask.
