Unfortunately 3.0.2 has another bug that completely hides all plugins. Don’t bother downloading it. The developers are aware of the problem and have a solution but it needs to be coded and tested.
It would be a good idea to state in the information which version of GIMP the fault affects GNU/Linux | macOS | Microsoft Windows |.

Windows. Surprising that you have it working because the developers have confirmed it’s a problem with 3.0.2 on Windows and are fixing it. The issue originally arose in 3.0.0 because a specific DLL wasn’t included in the installer by mistake. The new issue about plugins is a different problem related to how GIMP recognises plugins. It may be that you installed 3.0.2 on a system where that DLL (libgirepository-2.0-0.dll) already exists. The development process is open for anyone to view. Since I already had the earlier version configured so that it could not change after installing the new version of GIMP, I mark the Roaming folder =>3.0 as 3.0 Old
After installing and launching GIMP leeches a new folder 3.0 After closing GIMP I delete it, and remove the Old extension from the previous one.

Good tips for current users. As a plugin developer, I always start with a clean install after completely uninstalling. That ensures that I experience the software as a new user would. I do that because I’ve learned over the decades (as a developer, product manager, and consultant) to put myself in my users’ shoes to catch unexpected behaviour before releasing a version. Good to know that updating as you do avoids some of the problems that can occur with new installer builds. That should be the recommended way to update for current users.

I’m on Windows 11 Pro and Intel N100. Can confirm no plugins show up in the GIMP plugin browser. GIMP version 3.0.0 and 3.0.2
