I just downloaded Rawtherapee 4.29.36.
The interface looks dark and drab, which strains eyes.
Can I change its colour [e.g. black on white] or brightness ?

Yes, you can change the theme in the preferences.
Also 4.29 is super old and not supported. You should probably upgrade.
