I got good results with retouch in darktable. The trick is to use wavelet separation. And don’t try to do it all with just one shape - do it in segments so it’s easier to pick a good source area.
Only removed some of the top wire here. If you look closely, the clouds have been fluffed a bit and such, but you’ll have to compare side-by-side to notice.
