iPad 8th generation 17.1.1. Download of gimp not opening or starting. Any contact information not working and ended up here in this forum. Any tips to get Gimp downloaded and working?

I don’t think GIMP runs natively on the iPad of any generation and you’ve likey downloaded some strange app.
If you paid for it I’d suggest you seek a refund and/or seek help from the developer of the app.

@Tattler Gimp does not run on an iPad (or iPhone). It’s purely a desktop program. As such, any Gimp app you may find on the App Store is not official in any way, and has likely been published by some unscrupulous profiteers.
