Gimp or Krita. how to do digital painting over photo ?

Is it possible to do this with gimp?
I’m thinking of Krita but I’m not really sure.

Sure it is possible to do it in either, but both apps will require some painting skill.

Krita is much more focused on painting, so that would be the obvious choice. But you should probably just try them both and see which you prefer.
