Is it possible to adjust the horizontal and vertical like you can on an Android phone? For example I took a picture of painting from the side. On my phone I can screenshot the image and using the vertical/horizontal tool I can turn the picture from a side view to a straight on view (but a lower resolution of the original image). Is GIMP able to do this?
Or another picture editor that can?
Use the Perspective tool in “Corrective” mode. You put the 4 corner handles of the tool on the painting corners, and when you apply the tool it makes that a perfect rectangle.

Open the image and draw rulers on canvas to act as guides for relevant horizontal and vertical reference points.

Select the Handle Transform tool from the toolbox and add handles to the four corners of the image. This is done by moving the mouse pointer to the corner and clicking.

Use the handles to square off the picture and click transform.

Place two handles on the picture and experiment with how these can be used to rotate and resize the picture.
