Thanks, I see it now: it is under Settings → Other.

It makes more sense where it was before…

Depends on your point of view
The problem with the older location was that this setting was not set globally, but was distinct for each filter. And some people didn’t like this, because when they wanted to have a verbose output on the console or on the logfile, they wanted this behavior for all filters, not for a single one. And they had to set the ‘Output message → logfile’ for each filter, and this was not practical (and when they wanted to switch back to ‘quiet’ output, they had to do this for each filter too).

We then agree with the fact that the ‘Output message’ option has more sense if it is taken “globally”, so we moved this now-global option to the natural location for such options : the settings dialog.

Oh, I see. I always thought it was global to begin with despite the location.
