This happens to me. I use Firefox.
Depending on the vertical position of the page, a horizontal scroll bar will appear or disappear. I believe it starts somewhere around the horizontal rule of the last post and the Tracking icon. At the sweet spot, the horizontal scroll bar would flicker causing the blue line of the composition area to go up and down the height of the scroll bar.
