I wouldn’t use darktable, or any RAW editor, for that. A layer based photo editor gives you way more tools. GIMP is one of them.

It doesn’t matter what software the tutorial is for, just apply with the software you have.

This said, Lightroom things you can try in darktable. Photoshop stuff (with layers) needs Gimp or similar.

I would like to add that to pull of a cyberpunk aesthetic you need to go beyond just the look. It is the feeling and statement the genre makes that is important.
