Intentional or oversight -- Duplicated mask layer appears at bottom?

Commit 3b43f81 modified the behavior of new local edit mask layers so they’re now inserted immediately following the active layer (Yay! I like this!). However, when an existing layer is duplicated it appears at the bottom of the stack, like the previous behavior.

Is this intentional or an oversight?

FWIW (not much admittedly!) I would vote for the same new “insert below” behavior if possible.
