The po file for the application is here: https://github.com/darktable-org/darktable/blob/master/po/ru.po and for the user guide you can head to https://weblate.pixls.us and register and account and begin translating.
Russian has fallen out of date and thus is not included.
As Mica wrote Russian language is missing due to the lack of translators. Here is how you can translate and help the community, and also how to enable the old Russian translation file.
