To my surprise - after seeing the embedded preview jpeg - not much effort was needed
A quick contrasty edit with the latest version of AgX. I left the unsharp foreground in. I like it. It gives some depth:

I wished to see what I could achieve in GIMP. After trying several more complicated methods, I settled for an old-fashioned contrast mask.

My attempt with agx-emulation from this thread.
No sidecar, but the main settings:
Tricky image data with all the clipped highlights.
I thought this composition worked well with a 2.40 crop. Picture rendered with OpenDRT Umbra. Demoisaicing and highlight recovery using ART.
If I understood the challenge correctly you wanted an edit without a tone mapper being used. So here is one without filmic, sigmoid or base curve and the heavy lifting done in tone equalizer module in DT 5.1

Used the dup exclusion set result to lighten technique and soem contrast enhancements as well as sky adjustments (and a hint of cotton texture in the blown clouds).

Unfortunately, the clouds are completely blown out. The rest of the image provides sufficient information to play with. The white rim on top of the roof seems not be be an artifact of the image processing. At least this feature is visible in other renditions, too.
