Great image.
I don’t think I have done justice to it - perhaps I will have another try.
All done in GIMP using luminosity masks. Changes in local contrast, especially to try to make the most of the dramatic sky.

Blending the blown highlights is definitely a good idea and I like your edit.

I think blown highlights are part of the game when you take photos against the sun. Of course I could have made an exposure series. But that often doesn’t look better in such conditions, because the eye is used to a burned out sun. My problem with dt is quite often, how to make the the transitions between the burned areas and the areas which still have information in, look smooth and authentic.

I always wanted a job as a lighthouse keeper. Nowadays, though, they’re all run electronically. :slightly_frowning_face:

So I went for a colder look since the person seemed to be huddling from the wind or cold. Also this image benefitted from having the tone equalizers preserve details mask set to averaged EIGF to avoid halos when brightening the foreground. I don’t normally play with the mask type, but I had obvious halos and this did the trick.

Ha, I just processed a very similar photo of a lighthouse with the mid-day sun in this recent post! Good timing!

I tried to really emphasize the texture in the clouds and add some contrast between the foreground (orange) and the sky (blue):
