Need help using "Foreground Select tool"

I am trying to use foreground select tool but there is some weird selection at the bottom as you can see in last pic, the other screenshot is just showing my usage.

It seems to be this particular photo problem, will try other photo.

That is unusual. What version of GIMP exactly, and what OS?

Sorry for late reply, It is GIMP 2.10.2. I am using Manjaro KDE stable
The photo I use is this one.

I will try to download the photo and try again.

I download that photo again, still same problem.
I try different photo no problem, something is going on with that particular photo.
