When I try to convert the black color to transparent it works but the underlying color does not appear very good. the background color appear cloudy.
Can some body explains how to get good black to alpha color transition of a black & white .jpg image?

It might be something else in your workflow but as a general comment on line drawings, you need to have a look at what is actually there.
Apart from the nasty compression artifacts what looks like black RGB(0 0 0) might not be that.
Using a sample point, black is a bit off RGB( 43 43 43 ) and using Colors → Levels try and get a better value. Note for Gimp 3 enable that Merge Filter option.
Then a color-to-alpha should give a reasonable result.
