This is of course a parody, but neural (“AI”) compression does exist. A 1:34-long song in 21 kB, about 3 kbit/s, fits in 8 QR codes. At 1.5 kbps, it’s still recognisable.

This in fact has the same issue: not including the size of the decoder. I can compress Wikipedia to 1 bit if you let me omit the decoder.
Another issue is that there is no guarantee that the autoencoder will work for every (or even most) songs.

Maybe the link is tenuous but reading stuff like this reminds me that I should read the novel 1984 again. This idea of AI brings back memories of Newspeak to me.
