Test edit using a possible new, but still in development, future Local Adjustments tool. Emphasis was more on how it acts with all the other tools and where and when to use it effectively.
EDIT: Fixed an issue in the extreme highlights.

GIMP - changes in various regions of brightness using luminosity masks.
A beautiful photo so I have tried to be restrained!
It’s been a bit of work, but it’s a great photo. Thanks for the opportunity.
Save the highlights, increase chromaticism with multiply mode, adjust sky and water luminosity and balance color.

i really like your playraw series. it’s very technical. this one: debug softness and colour of highlight reconstruction
this is the vkdt rendition (using some multi-scale inpainting for colours)
cropped to the important region, a bit of local laplacian highlight compression. the yellow may be a bit outside srgb, at least the rendition through colour management is a lot smoother and more subtle than the srgb export viewed on my non-managed firefox.

On import in DT, there was a horrible greenish cast. DT tends, to magenta.
