I tried the RawTherapee resizer, and it did not resize my image. I used a flattened tiff file with no channels and opened this in Rawtherapee. I enabled resize and selected Full Image, Lanzos, Width, and set width higher than my image (17416, 10969 is the original). Resize is enabled. When I hit the gears to process it, the new image has the same size as the original (10969). I have tried this with several different images of various sizes and the output is always the same - the image did not resize. I also tried it with bounding box and scale, and had the same result - no resizing. I was having a similar issue with version 5.7, too.
