The path is displayed by the installer during the installation, and it even proposes to change it if you want. Try deinstalling/reinstalling to check that.
Note that if you used GIMP 2.10 then switched to GIMP 3 RC3 recently on the same computer, there are high chances that the installer stills keep the default plug-in folder of GIMP 2.10.
