When the “Keep the Embedded Working Space?” window opens at the start of the programme, I can’t close the “Welcome” window until the “Convert” window is open.

If I understand this correctly you just need to either click on keep or convert. The first time I see this I have chosen the action of convert and I have ticked the box “don’t ask me again” and next time I open an image it is converted automatically. There is no bug in how it is operating in your video in my view. this action is intended and necessary.
The main problem is the welcome window freezing.
untick the box saying show at start up in the welcome window and problem should be resolved next time GIMP starts.
