Smoothing out shadow/dark with RawTherapee

Here is the photo I am trying to fix: http://imgur.com/a/J5xTz

The tail of the eagle is slightly noisy. I have been trying to slide the noisy slider up and down but no help. Any recommendation?

P.S. Sorry this is rather not open source but I reckon some basic photography skills…
