I have been struggling to ‘recover’ this poorly exposed image and this is the best version I have so far.
Picture taken from the famous bridge over the valley where base jumping is not only permitted but even recommended by the local Tourist Office. But no jumps for me.

I took the saturation down and tried to even out the exposure. I took a few minutes to play with the sky colours - a lot of possibilities there.
I think your sky is clipping to yellow and cyan?
I’ve reduced contrast around the edges but that might not achieve the effect I was going for… after all that custom DorS local contrast enhancement, too

What a difficult file to work with. tried to make the sky more blue, but did not succeed well enough i think.

Is it right that the focus distance was .61m?
My take… having no knowledge of what this scene looked like… 
Maybe the camera picked up the distance to the bridge guardrail ?
