If I restart RT before editing the 2nd and 3rd image the curve comes up linear.

I actually like that behaviour. Makes for quicker editing for me as often images in one stitting should look similar. This curve behaviour which also affects curve 1 works well for me.
It doesn’t affect curve 1 for me.
Curve 1 is often set by default settings. If you switch to “control cage” for instance edit the curve, open the next one (where curve is other than control cage) switch the curve to control cage you’ll see that curve you set for the previous image is remembered .
The way I see it is that you won’t override any set curve when opening it but a curve that isn’t set for that image will default to your previously edited curve .
Another way to test this is to set a couple of images to “Neutral” pp3 ( this will set the curve to linear) and then proceed to change and edit the curves.
