In the manual section on the white balance module, there is this statement:

Note: The [color calibration] module now provides a more modern and flexible method of controlling white balance. The color calibration module can be enabled by default for new images by selecting “modern” in [preferences > processing > auto-apply chromatic adaptation defaults.

However, there is no setting for auto-apply chromatic adaption defaults. Color calibration is activated by selecting a scene-referred workflow.
