Is there a plugin to be able to use batch watermarking in Windows 11 64bit?
I can find one for 32bit but it wont work.

Oh dear, assuming the non-working plugin is BIMP - 32 bit only for Windows. There is not much for batch watermarking with Gimp 2.10.x maybe a command line script somewhere.
An alternative but also command line is ImageMagick.
If you want a GUI there is XnViewMP which will batch overlay a watermark on images. Make a watermark image with Gimp - text or a graphic on transparency. Export as a png to keep transparency. Then in XnViewMP play with the settings.
… but Gimp-2.10.xx (if this option was added during installation) supports 32bit plugins.
However, BIMP has been available in 64bit for almost 4 years.
