The basic idea was to desaturate the blues, increase contrast (keep it low in the background) and boost foreground colors

In GIMP I have reduced the overall contrast while adjusting it locally to try to emphasise the fog. Increased the saturation in the foreground.

Some pretty good interpretations. Gave it a whirl to push a bit of the greens and some details in the shadows.
