Hard to say exactly. Denoise + aggressive D&S gives me
which could be 067/54, but hard to be certain.
Knowing the number format (digits? separators?), typical ranges, and some known samples of other digits could help narrow it down. The image has very few pixels and fonts have variation.
All numbers. If the slash is a 1, then your guess matches my colleague’s. And it matches a vehicle in the database.

If it is a number, I would guess 7, like @anon8280290.
Also see the mark below — if it is not dirt, but a scratch, it could be used to identify the vehicle.
