What happens when the display is capable of generating a brightness level 10x bigger?

I faintly recall someone (@age?) briefly talking about this or the like in one of the many threads; maybe:

• Unbounded Floating Point Pipelines
• GIMP 2.10.6 out-of-range RGB values from .CR2 file
