I don’t enjoy looking at 2:3 images. 4:5 feels more balanced to me - at least to my eye. Black and white felt like a natural choice because of the clouds. I increased overall contrast and gave the clouds some extra attention. To enhance their texture, I added a bit of grain. The birds were just distracting (basically black dots), so I removed them.
I darkened the lower part of the image since it wasn’t important, and slightly brightened the coastline to draw the eye there. Added a frame too - because every image deserves one. The only thing I really don’t like is the water. It came out as an unpleasant gray, and I just couldn’t figure out what to do with it. I thought about blurring it, but that didn’t work either, so it remained an ugly gray.

DT edit. The retouch module removed the distraction in the sky rather than cropping the image.
